 9 Pandemic Emergency\, the November 14\, 2020 Public Hearing Meeting of th
 e Alexandria City Council is being held electronically pursuant to the Vir
 ginia Code Section 2.2-3708.2(A)(3)\, the Continuity of Government ordinan
 ce adopted by the City Council on June 20\, 2020 and Section 4.0-01(g) in 
 HB29 and HB30\, enacted by the 2020 Virginia General Assembly (Virginia Ac
 ts of Assembly Ch. 1283 and 1289)\, to undertake essential business.  All 
 the members of the City Council and staff are participating from remote lo
 cations through a video conference on Zoom.  This meeting is being held el
 ectronically\, unless a determination is made that it is safe enough to be
  held in person in the City Council Chamber at 301 King Street\, Alexandri
 a\, Virginia.  The meeting can be access by the public through the live br

 d by female songwriters and encompass a variety of musical styles\, perfor
 med with piano accompaniment.\n\nCarla Canales is an acclaimed opera singe
 r and arts advocate\, winning recognition as one of the leading voices of 
 her generation\, praised by Opera Magazine for possessing a voice that "gr
 abs the heartstrings with its dramatic force and musicality." She has perf
 ormed on the nationally televised Hispanic Heritage Awards\, was the guest
  artist for Vice President Biden's Hispanic Heritage Month Reception\, and
  also at the National Endowment for the Art's 50th Anniversary Celebration
