  by the Planning Commission on November 4\, 2021\, beginning at 7:00 p.m. 
 and a meeting will be held by City Council on November 13\, 2021\, beginni
 ng at 9:30 a.m. Both meetings will take place in the City Council Chamber 
 located at 301 King Street\, Alexandria\, Virginia 22314.\n\nIf it is dete
 rmined to not be safe enough to meet in person due to the COVID-19 Pandemi
 c emergency\, these meetings will be held electronically. If held electron
 ically\, the meetings are being held pursuant to Virginia Code Section 2.2
 -3708.2(A)(3) and the Continuity of Government ordinance adopted by the Ci
 ty Council on June 20\, 2020 to undertake essential business and members o
 f the public bodies and staff will be participating from remote locations 
 through a Zoom Webinar. Electronic access will be provided whether the mee
 tings are in person or electronic. The Planning Commission and City Counci
 l Public Hearings can be accessed by the public through the live broadcast
  on the government Channel 70 and streaming on the City's website. Electro
 nic participation is also available via Zoom by registering to attend the
