  the recommended Phase II Stormwater Utility Credit Policy that will go to
  City Council this Fall. The policy expands on the Phase I Credit Policy t
 hat was adopted by City Council in October 2017 with new credits for both 
 residential and non-residential properties.\n\nBeginning in May 2018\, pro
 perty owners were billed for the first-half of the annual fee as a line it
 em on the real estate bill. The Stormwater Utility was adopted by City Cou
 ncil in May 2017 to provide a dedicated funding source to address the incr
 easing costs of recent state and federal Chesapeake Bay pollution reductio
 n mandates. The policy\, once adopted\, would provide an opportunity for a
 ll property owners to earn credits off of their 2019 fees.\n\nLocation: Ci
